Every public official makes an occasional blunder when speaking extemporaneously. When Bush misspoke, it evinced his lackluster intelligence (we are told) but when the present Secretary of State, the all-knowing Hillary Clinton, commits repeated mistakes on international relations that land way off the mark, mere "clarifications" are in order.
